Can someone please explain the "post-devolution awkwardness of having a Scot as Prime Minister" to me?

I know about Welsh and Scottish devolution, and I sort of know about the West Lothian question, though I don't quite get it, but I really can't figure out how' Gordon Brown being a Scot plays any role here. Someone willing to enlighten me?
